Converting a fraction to a decimal is simple division — numerator ÷ denominator — but the result behaves very differently depending on the denominator's prime factors: a fraction whose denominator's only prime factors are 2 and/or 5 (like 1/4 or 3/8) always terminates, while any other denominator (like 1/3 or 1/7) produces a repeating decimal, since the base-10 system only divides evenly by 2 and 5. Multiplying the decimal by 100 gives the equivalent percentage.
