About this calculator

A tiered (increasing block rate) water bill combines a fixed base or service fee with usage charges that step up as consumption rises: water used up to a threshold is billed at a lower rate, and any usage above that threshold is billed at one or more progressively higher rates.

Municipal water utilities across the US and worldwide adopt this increasing-block structure specifically to encourage conservation — because the marginal cost of an extra unit of water rises with usage, heavy users (large lawns, pools, high household consumption) pay proportionally more per unit than a household using only what it needs for basic purposes, which is the opposite of a flat per-unit rate that treats every gallon the same.

This calculator estimates your total bill by combining the fixed base fee with usage charged at the lower tier rate up to the threshold and the higher tier rate above it, so you can see exactly how the tiers affect your total cost as consumption changes.
